Tokyu disposed of 50% of its lands for sale by 1975, bringing the Garden City's population to 200,000, about 50% of the planned population. By then, the Land Readjustment project was underway at 84% of the total area. The project area began to show its overall framework with the opening of Den-en-toshi Line's Shibuya Station and its interconnection with a subway line approaching. Development also progressed at lands held by local landowners in various forms such as rental properties, reinforcing the trend for population growth. Earlier in1973, Tokyu revised its master plan into the Amenity Plan. Around the time of railway opening in the early days of development, priority was given to allocating population along the railway route in an active campaign to invite the establishment of public housing complexes. While the target population density was initially set at 90 people per hectare, the size of each land plot for sale was reduced as the skyrocketing land prices due to the tide of the nation's strong economic growth caused the price of each plot to exceed the amount that a normal salaried worker could afford.
