摘要

Across Australia, state governments are increasingly adopting Public-Private Partnerships (PPPs) as a preferred method of procuring new schools. This shift from more traditional methods has been occurring since the early 2000s. The model is considered to benefit governments by transferring risk to the private sector, by providing certainty around future maintenance costs, and through offering whole-of-life design outcomes. Although some controversy surrounds PPPs, preference for school PPPs doesn't appear to be diminishing. For example, in 2014 the Victorian Government allocated $223 million to the New Schools PPP program, which will deliver thirteen new schools in growth and regional areas.
