Introduction

Undersea warfare has always had an almost hypnotic attraction for countries that could not afford a large conventional navy yet faced an opponent whose primary strength rested in the exploitation of sea power. Thus, the earliest proponents of undersea warfare were elements of the French Navy during the Napoleonic Wars and the nascent United States during the American Revolution. This pattern was continued by the Confederacy during the American Civil War and Germany in the 20th century.
