Data Needed for Intelligent Design of University-Industry Partnerships

Industry is increasingly reluctant to fund research projects at U.S. universities because intellectual property (IP) negotiations are too long and painful. Evidence for this trend includes: 1. An informal Industrial Research Institute survey in which all 14 responding industry organizations indicated IP negotiations with U.S. universities are "a problem." About half indicated they were sponsoring research overseas as a result. 2. A growing volume of industry-sponsored research overseas: In 2001, the volume of industry-sponsored research at MIT was $81.5 million, while at Tsinghua University, it was $79.7 million.
