Surviving Civil War prisoner accounts give the impression that the commandants of prisons both North and South were vying against each other for the dubious honor of "worst." In this book, Joel Citron, a longtime volunteer at Fort Delaware State Park, has gathered 20 such diaries, as well as a trove of official records on logistics and incidents, to construct a detailed comparison of myth and reality. His conclusions about Fort Delaware are sure to raise eyebrows. It must be reiterated, however, that though the Union devised a more or less universal administrative system to accommodate a growing prison population, how its policies worked out in practice varied from prison to prison.
