Managing water resources in America's fastest-growing metropolitan area requires strong leadership. If you ask Southern Nevada Water Authority (SNWA) General Manager (GM) Pat Mulroy what makes a strong leader, she'll say, "Communication." In the past 17 years, Mulroy has led her agency with a collaborative, publicly oriented vision of water management. By emphasizing fiscal responsibility, public involvement, and environmental awareness as core values, the SNWA has become a water management leader in the West. The agency is currently in the midst of its largest public works initiative ever, a $2.1 billion capital improvement program funded in part by a quarter-penny sales tax passed overwhelmingly by voters in 1998.
