To effectively utilize communication resources and additional devices by controlling a communication device as intended by an owner of the communication device, and to achieve an efficient routing guide service system and a secure and convenient electronic settlement and moving body charge collection system by eliminating nuisance communication, reducing useless communication traffics, and utilizing supervision, anonymous communication and other additional devices of the communication device.SOLUTION: A ruler player of a communication device issues an instruction to an electronic secretary interposed between the communication device and a network beforehand. There are provided a plurality of handling methods from rejection to control permission for the electronic secretary to respond to each communication request from a caller after identifying the caller or communication content in accordance with instruction content of the ruler player, in order to process communication requests arriving from the inside and the outside.SELECTED DRAWING: Figure 69
