Washington-A report that will likely form the basis for federal ocean policy in coming years contains some positive elements for the oil and gas industry, according to two associations that closely followed the three-year study. But what are disappointing, they say, are two key issues the report does not address. An Ocean Blueprint for the 21st Century, which was delivered by the U.S. Ocean Commission to President Bush in September, details 212 recommendations that offer a strategy for balancing stakeholder interests and promoting multiple uses in the nation's oceans, coasts, and the Great Lakes, explain the National Ocean Industries Association and Independent Petroleum Association of America. The 16-member commission was mandated by the Oceans Act of 2000, and began work in September 2001.
