The California Independent Petroleum Association asserts a state Senate bill that increases notification requirements for drilling and hydraulic fracturing operations is unnecessary and duplicates existing California regulations. Senator Fran Pavley, D-Augora Hills, charging California regulators don't exercise their acknowledged authority to either regulate or systematically collect data on fracturing, introduced SB 1054. According to the legislative website, the bill would: 1.1Extend the drilling permit approval process from 10 to 15 days; 1.1Require well owners or operators to notify surface property owners and occupants who either live within 300 feet of the wellhead or above a clean water aquifer the well is likely to pierce, 20 calendar days before drilling.
