CBO's Analysis of the Macroeconomic Effects of the President's Budget

Each year, the Congressional Budget Office (CBO) estimates the cost of the President's budgetary proposals over the following ten years. Beginning in 2003, the CBO has supplemented those budgetary estimates with an analysis of the possible economic effects of the proposals, and how those effects could in turn influence the budget. This paper reviews some of the broad issues that have arisen in the course of the analyses, and some of the implications of those issues for dynamic scoring of legislation.
