Racial Differences in Police Use of Force: Evidence from the 1960s Civil Disturbances

For decades, African Americans have taken to the streets in both peaceful protests and, at times, violent uprisings to express outrage over police killings of African American citizens.1 This long-standing history of protest is currently manifesting itself in the hundreds of peaceful and dozens of, at times, violent uprisings that have occurred in the years after the death of Tray von Martin and the rise of the Black Lives Matter movement. However, it remains an unanswered question as to whether protests have had any impact on police killings of African American civilians. We turn to the over 700 racial civil disturbances that occurred in the 1960s and 1970s to better understand this relationship. These uprisings occurred in a different era, but they were typically triggered by incidents of police brutality or other violent interactions between the African American community and police (Bauman 2008).
