CAA Section 112(k) mandates that EPA establish a comprehensive strategy to control hazardous air pollutant (HAP) emissions in urban areas. To meet this requirement, EPA developed an urban air toxics strategy that encompasses elements of several EPA programs to reduce HAP emissions from major stationary sources, minor or area sources, and mobile sources.
