SO_2 Emission Limit for Units Burning Biogas Added to NSPS for Stationary Combustion Turbines

In a March 20, 2009 direct final rule (74 FR 11858-11862), EPA revised the new source performance standards (NSPS) for stationary combustion turbines to include a sulfur dioxide (SO_2) emission limit specifically for units that combust biogas. Without the revision to the NSPS, owners/operators of stationary combustion turbines burning biogas with a relatively low sulfur content would be required to install emission controls, or pretreatment systems to remove sulfur compounds. The agency indicates that it did not intend to require either of these approaches, and that the costs associated with these approaches are greater than the environmental benefits that would be achieved.
