On August 29, 2012 (77 tK 52554-52581), EPA proposed to revise the new source performance standards (NSPS) for stationary combustion turbines. The proposed changes to the NSPS for stationary combustion turbines address applicability, the nitrogen oxides (NO_x) and sulfur dioxide (SO_2) emission standards, and other issues. The agency indicates that the proposed changes are intended to clarify the intent of specific NSPS requirements, correct technical omissions and editorial errors, and address various other issues that have arisen since the NSPS were promulgated. The proposed rule would also revise the NSPS to indicate that the emission standards apply at all times, including periods of start-up, shutdown, and malfunction. In addition, the proposed rule would revise provisions concerning combined heat and power facilities, and the use of low energy content gases in combustion turbines.
