While two provinces in eastern DRC, Ituri and North Kivu, are officially under a "state of siege", and a third, South Kivu, is experiencing violent unrest, President Félix Tshisekedi and the Congolese army chief of staff, Célestin Mbala, have clashed several times in recent months over the exact number of soldiers deployed in these three regions. The figures for these deployments, submitted by the high command to the presidency, have regularly proved to be overestimated, as they have included many soldiers who have died, deserted or are simply deployed elsewhere.
