Museveni rolls out red carpet for Total but snubs its Lake Albert partner CNOOC

Total and the Ugandan government, who have had their ups and downs in recent years, appear to be on more amicable terms than ever. Following the signing in mid- September of the Host Government Agreement (HGA), which sets out the major's rights and its obligations to Uganda regarding the development of the East Africa Crude Oil Pipeline (EACOP), President Yoweri Museveni rolled out the red carpet for Total at the presidential palace in Entebbe on 28 and 29 September. Among those present were Total's boss in Uganda Pierre Jessua, the director of LNG shipping operations at Total in Mozambique Andrew Elson (who took part in the conference via Skype), and the French ambassador to Uganda, Jules-Armand Aniambossou.
