In late 1998 an application for funding under the European Commission's Pilot Actions for Combined Transport (PACT) programme was accepted for a proposal seeking to investigate the feasibility of introducing a fast direct ro-ro ferry service for freight between Scotland and the European mainland. The application for PACT funding was led by Edinburgh's Napier University and Scottish Enterprise and was supported by the Policy Research Corporation in Antwerp, Forth Ports, Zeeland Ports and Fife Council, plus ferry operators and a shipper representative organisation. Known as the ZEE-SCOT project, the feasibility study began in January 1999 and will take 12 months to complete. The total cost of the study will be ECU315,000, of which the EC will contribute ECU134,000, or 42.5%.
