Mid November sees the publication of the European Court of Auditors' annual report on the EU budget, kicking off the yearly discharge process. This year's novelty will be a chapter on the European Commission's own performance indicators, pointing out weaknesses and best practices across different departments. But it is the question of whether a positive statement of assurance will be finally achieved that will hold the interest of many (see Letters, August p14 and September p14).
