完善基层人民银行“两管理、两综合”工作的思考

         

摘要

“Two management, two comprehensive”is the primary embodiment that PBC branches perform their duties according to laws. It has statutory, macroscopic and social attributes. In recent years,“two management, two comprehensive”has developed rapidly. At the same time,the problems that the legal basis is insufficient, work standards are not uniform, and staff is inadequate have constrained the performance of the working efficiency. Some suggestions are proposes such as perfecting the relevant regulations and policies, rationalizing the internal and external relations, establishing a standardized working mechanism and cultivating a high-quality staff.%“两管理、两综合”是基层人民银行依法履职的体现,具有法定性、宏观性、社会性的属性。近年来,基层人民银行“两管理、两综合”工作发展较快,但法律依据不足、工作标准不统一、人员保障不充分等问题制约了工作效能的充分发挥。建议健全完善相关法规政策,理顺内外关系,建立标准化的工作机制,培养一支高素质的干部队伍。
