改革开放以来我国继续教育政策法规的发展历程与价值逻辑

改革开放以来，我国专业技术人员继续教育、成人教育、自学考试、函授、远程教育、社区教育、职工教育以及扫盲、老年人教育、全民阅读、终身教育等方面的政策法规在制定、修订或废止过程中不断发展和完善，体现了从满足国家需要到关注人的全面发展、从学历补偿到素质提升、从集权管理到简政放权、从分散立法到综合立法、从重城市到面向农村和新型城镇化的价值逻辑。%Since the reform and opening up, China's various types of continuing education at all levels in the formulation of policies and regulations, amendment or repeal of running continuous development and improvement, reflecting the value of the logic for the need to fully meet the country's focus on human development, improve the qualifications of compensation to quality, from centralization management to decentralization, from scattered legislation to comprehensive legislation, severely city to the rural and new urbanization.
