我国民办职业院校发展现状、问题与政策建议

摘要

Since entering the new century, private vocational education should have a sound momentum of development in China. However, impacted by the adjustment of related national policies, private vocational education suffered a major setback. Currently, the development of private vocational education faces many problems, such as discriminatory policies, brain drain caused by low pay, irregularities caused by location unknown, development model behind, mismatch between specialty and industrial development. In future, to promote the development of private vocational education should be made top-level design in the following areas: first, increase support for private vocational institutions, promote the transformation of the development model of private vocational colleges; second, correct discriminatory policies, put the private vocational education into the overall development framework of vocational education; third, stick to the correct direction of pension system, accelerate the construction of enterprise annuity system; fourth, deal with location and classification work of private vocational education well.%新世纪之后，我国民办职业教育原本有着良好的发展势头，但在国家相关政策调整的影响下，民办职业教育遭遇了较大挫折。当前我国民办职业教育发展面临诸多问题，主要包括制度环境方面存在普遍性的政策歧视、待遇偏低造成的人才流失、定位不清造成的发展不规范以及发展模式落后、专业设置与产业发展不匹配等。在未来，促进民办职业教育发展应在以下方面进行顶层设计：加大对民办职业院校的支持，促进民办职业院校转变发展模式；矫正歧视性政策，将民办职业教育纳入职业教育发展的整体框架；坚持养老金制度的正确方向，加快企业年金体系建设；做好民办职业教育的定位和分类工作。
