美国中等后教育学分转换:政策、制度和保障机制

     

摘要

The USA has established a convenient and flexible credit transfer system for students characterized by smooth mobility of leaners. The system was guided by relative laws, policies and financial assistance for students of the Federal Government, and it also has the system carriers of statewide articulation policies, common course numbering system, common prerequisites, general education requirements and the articulation agreements among post-secondary education institutes. Optimal higher education quality evaluation mechanism, students advising and service system and the coordinating institutes widely participated by stakeholders are the key assurance mechanism of the system.%经过多年的改革发展,美国建立了以学习者无障碍流动为特征的便捷、灵活的学生学分转换体系.这一体系以美国联邦政府的法律、政策支持和学生经费资助为引导,以州政府的衔接政策(通常是州衔接协议)、共同课程编码体系、共同课业要求、通识教育要求和院校间的合作协议等为制度载体.完善的高等教育质量评估认证机制、学生咨询和服务体系以及利益相关者广泛参与的协调机构又为其实施提供了有效保障.
