发展混合所有制职业院校初探

     

摘要

探索混合所有制职业院校是职业教育领域的一次重大政策创新。混合所有制职业院校的体制机制优势在于丰富混合所有制的实现形态,推动办学体制改革,拓宽办学经费来源渠道,提升人才培养效益,深化产教融合、校企合作。在探索中,公办民办学校间相互投资、相互委托管理、公私合作投资新校以及公私合作模式等是可供参照的实现形式,然而,成功探索的前提是培育适宜改革的良好环境,如突破非公即民的二元思维桎梏,搭建科学的内外治理架构,完善产权保护、收益分配制度以及健全法律法规及配套政策等。%The mixed ownership vocational schools is a major policy innovation in the field of vocational education. The advantages of institutional mechanisms of mixed-ownership vocational schools are to form a rich mix of ownership, and promote school-running system reform, broaden funding sources, enhance personnel training efficiency, and deepen the integration of production and education. The practical exploration found that the realizing forms include effective and mutual investment and trust management between public and private schools, investing in new schools of public and private institutions and public-private partnerships mode. However, the premise to the success of exploration is to create a favorable environment appropriate to reform, such as break through binary thinking shackles of not only non-public but private, construct scientifically internal and external governance structure, perfect the system of protection of property rights and income distribution, and optimize laws and regulations and supporting policies.
