简要回顾和剖析了建国以来我国城市总体规划的历史与现状,认为总体规划的社会功能定位取决于国家宏观制度安排,而非学科自身技术进步的结果；国内外规划理念与思想有一定影响,但也是有选择的、或者说定向服务于国家制度安排的需要.我国双轨制渐进式改革的制度环境,所造就的进步与混乱并行、发展与危机共存、多元化与碎片化交织的特有社会格局,是导致总体规划问题依旧、乱象丛生、地方博弈五花八门、还不幸成为众矢之的的根源所在.鉴于国家制度环境演化具有更大的不确定性,建议总体规划未来发展应将关注重点,更多聚焦在“形而上”的层次,强化总体规划的核心功效,有效解决“刚性固化”难题,努力做到情、理、法的有机统一,将工作方式由过去不定期、非常态的“修编-审批”,转为定期、适时的“评估-修改”.%This paper briefly reviews the history of city comprehensive planning since the founding of the country and analyzes the status quo of comprehensive planning in China. It is argued that the social function of comprehensive planning is determined by the state macro institutions instead of technological progress. In addition, planning theories and ideas also exert some selective influences on the social roles of comprehensive planning. The institutional environment of the dual-track gradual reform results in the coexistence of progress and chaos, development and crisis, diversity and fragmentation. Such a complexity causes the original problems to persist, localities to turn to localism and public criticism to emerge. In view of the great uncertainty of the national institutional environment, the paper proposes that comprehensive planning should pay more attention to issues at the metaphysical level, strengthen core functions of comprehensive planning, solve 'rigid curing' problems effectively and strive to integrate the affection, law and reason. Work styles should be changed from traditional irregular and nonroutine 'revision-approval' to regular and timely 'assessment-revision' .
