水影响评价报告取排水编制要点分析--以北京市地铁工程为例

摘要

With the publishing the Water Evaluation and Approval Regulations on Beijing Construction Project, the water assessment in construction projects is listed as the prerequisite conditions to project approval. It fully shows that the government departments will pay great attention to the water supply and drainage and water resources protection. Taking a planning subway line as an example, Combined with “2011 Central No.1 Document” and the strictly utilizing water regulations issued by Beijing Municipal People's Government, in line with the provisions of the "Beijing water conservation measures" as the principle, the water supply and drainage of Water impact assessment report on the preparation of the main points, including the rationality of water supply, the reliability and feasibility of water source, fetching water and back water inlfuence.%随着北京市关于建设项目水影响评价审批管理规定的出台，以及建设项目水影响评价被列为项目立项的前提必要条件等，充分说明政府部门对开发建设项目取用水合理性和取退水影响及水资源保护等方面的重视。本文以某规划地铁线路为例，结合“2011年中央一号文件”实行最严格的水资源管理制度和北京市人民政府关于实行最严格水资源管理制度的意见，本着《北京市节约用水办法》的规定为原则，说明水影响评价报告取排水部分的编制要点，主要包括项目取用水合理性，取水水源的可靠性和可行性，取水和退水的影响。
