美国公立研究型大学财政结构变迁探析--以加州大学戴维斯分校为例

Resource limitation has a profound influence on American public research universities,which is reflected in changes in financial efficiency,strategic orientation,environment adaptability,and education policy.In this paper we analyze the financial revenue and expenditure structure of the Univer-sity of California,Davis.We find that government decentralization enables multiple equilibria in univer-sity finance,resource competition promotes academic socialization in universities,and teaching en-hancement is the most important educational activity in public research universities.%资源限制对美国公立研究型大学的影响，集中反映在高校一定时期内的财政效率、策略取向、环境适应性以及国家、学校的教育科研政策的变化上。本文通过分析加州大学 Davis 分校的财政收支结构发现，政府分权开启了大学财政多元均衡的模式；资源竞争促使“学术社会化”在大学内逐渐成长；而教学则是公立研究型大学最重要的教育活动。
