京津冀人才分阶段跨地域协同培养模式探究--以津冀地区培养机制设计为例

     

摘要

As the Jing-Jin-Ji Region integration has been raised to a national development priority,the complementation of talents in the region is called for to match with the region’s economic integration.Currently,the Jin-Ji Region has a great gap regarding human resources development with Beijing due to various reasons.Considering the step of the economic de-velopment,a reasonable talent mechanism should be worked out.Based on the principle of mechanism design and game theory,a case analysis of trans-regional and staged investment process of talents between the undertakers and enterprises of the Jin-Ji Region was constructed.Three possible balances were proposed,and also the optimal behavior strategy under each equilibrium state was given.Finally,for the purpose of serving innovative enterprises of the Jin-Ji Region,some ad-vices on nurturing talents of the Jing-Jin-Ji Region were given.%京津冀地区协同发展已经成为国家近期发展的一大重点。除了经济一体化发展,京津冀人才互补一体化也要与经济发展趋势相匹配,但是京津冀各地区人才的发展水平极为不均衡,尤其津冀地区由于多方面的原因,人才的数量和质量都与北京地区有着明显差距,要想均衡人才资源来保障京津冀地区一体化发展,跨地域协同培养成为值得探讨的机制。从人才培养角度出发,通过建立与分析对津冀地区提供异地培养机会的企业与被培养人才跨地域的博弈模型,提出了津冀地区培养方与被培养对象之间可能存在的收益均衡状态,并给出了均衡状态下两者各自的最优行为策略为指导的机制设计,为今后京津冀跨区域人才培养机制的普遍推广奠定了基础。
