城乡社区社会治理实现路径探析

摘要

随着改革开放的深入推进，基层社会治理的难度、复杂程度也随之加大，这就使得城乡社区治理的基础性作用越来越凸显。不过，由于历史的和现实的原因，城乡社区治理还主要以基层政府为主导，其治理主体较为单一，并且城乡社区居民参与治理的意识还不是很强，民间组织由于发育迟缓其作用也难以彰显。因此，构建新型城乡社区治理体系、积极推进社会组织培养及以专业化队伍建设提升城乡社区治理水平，是推进城乡社区治理实践的有效之举。%With the deepening of reform and opening-up,grassroots social governance difficulty and complexity is also increasing,which makes the basic role of urban and rural community governance more and more prominent. However, due to historical and practical reasons, urban and rural community governance is the main local government,and the governance subject is single,and there is not very strong sense for the community residents in urban and rural areas to participate in governance and due to that retardation folk organization ’s effect is difficult to demonstrate.Therefore,the construction of new rural community governance system and promoting the social organization culture and that professional team to enhance the construction of urban and rural community governance actively are effective ways to promote the practice of community governance in urban and rural areas.
