网络舆论是通过网络空间传播的对某一社会焦点问题而产生的具有一定影响力和倾向性的公众认知、观点和意见的总和。它具有匿名性、自由无界传播性和包容性3个特征。对网络舆论的功能进行考察，发现其功能具有正负双向性。为了减少网络舆论的负面功能，优化网络舆论环境，要将网络媒体与传统媒体合轨，形成舆论“合力”、构建服务政府，确保信息公开、扩大网评队伍，培养正能量的“意见领袖”、推行有限实名制，锻造负责任的大国网民和加强网络立法，规范网络秩序。%The Internet public opinion that spreads through the network space is the sum of public perception,views and opinions,which have a certain influence and tendency of a social focus problem.It has three characteristics which are anonymity, free unbounded transmissibility and inclusiveness.To evaluate the functions of Internet public opinion,it is easy to find that its functions have a bi-directional nature which includes the positive and negative.To lessen the negative functions and optimize the environment,we should put the two rails of the network media and traditional media together to form a public opinion force,and build a service government to ensure the information disclosure,and expand network evaluation team to cultivate the positive “opinion leaders”,and carry out limited real-name system to forge responsible netizens of our big country and strengthen the network legislation to standardize the network order.
