先进基础工艺提升的协同创新模式探讨

摘要

Promotion of advanced basic process is the core content of Made-in-China 2025 and is the only road to realize “Industry 4.0”.Starting from the theory of collaborative innovation,this paper analyzed the policy environments of collaborative innovation established by national and local governments,and the driving forces of innovation for basic process of enterprises,research institutes and universities.Advanced basic process can be promoted rapidly and effectively if collaborative mode has government guidance and the research institute leads it,and then the restriction of internal resource for collaborative innovation can be removed,and time which is needed to shape the key competitive power of independent intellectual property can be shortened significantly.%先进基础工艺提升是实现《中国制造2025》目标的核心内容，是工业4．0的必经之路。从协同创新理论出发，对国家及地方政府自2015年以来对协同创新给予的政策环境，以及企业、研究所、高校等研究实体对基础工艺创新开展的研究进行分析，得出的结论是：先进基础工艺要迅速有效提升就必须在以政府引导、研究所为主导的协同创新模式下发展，突破内部资源制约，减少形成自主知识产权核心竞争力的时间成本。
