以某研究所为研究对象, 分析了当前研究所管理体系中存在的6个主要问题, 以及全价值链科研活动过程因素.提出科技创新的项目竞标立项阶段、项目研制阶段、科技成果产出阶段、科技成果推广阶段等4个阶段的不同奖励方式, 总结了科技创新激励在竞争积极性、技术发展导向、创新能力、人才队伍建设、精益管理等5方面取得的成绩.围绕科研工作全价值链流程的价值创造, 为科研院所的科技创新激励提供了新的思路.%This study, taking a certain institute as a research object, analyzed six major issues existing in the current management system of institute, as well as the process factors of whole value chain scientific activities, proposed different incentives for four phases of scientific and technological innovation projects which includes: bid and project phase, development phase, achievement output phase and achievement promotion phase. At the same time, the paper summarized the achievements of excitation mechanisms for scientific and technical innovation in the following five aspects: enthusiasm of competition, technology development orientation, innovation capability, construction of talents team, lean management. This paper focused on the value creation in the whole value chain process of scientific research, providing a new idea for institute to stimulate innovation.
