运用2001-2010年我国机械、设备、仪表业上市公司的财务数据以及政府行政性收费和罚没收入数据,通过回归分析实证检验了企业“双能力”理论中政府干预、企业资源分配和国民财富之间关系的理论命题,即由经济体的文化和制度决定的企业应对市场和政府的最优资源分配率与一国或地区的财富水平正相关.在此基础上,探讨了有利于经济发展的政府干预方式.%Using the data of listed companies in machine,equipment and instrument industry and government's administrative charge and income of fine and confiscation from 2001 to 2010,this paper empirically tests the theoretical hypothesis of "double capacity" theory that a country or region's wealth level is positively related to its T value, namely the optimal resource allocation proportion of enterprise which is decided by culture and system of economic body. Finally,it discusses the government intervention which helps to promote economic development.
