主动应对国际《公共采购示范法》加快推进我国政府采购标准化研究

摘要

随着各国政府采购实践的不断发展,为了使《公共采购示范法》更好发挥作用,近年来,联合国国际贸易法委员会政府采购工作组多次召开会议,逐步完善《公共采购示范法》修订草案.文章以《公共采购示范法》的修订为切入点,以我国政府采购面临的国际化竞争为背景,深入分析了《公共采购示范法》(修订草案稿)的关键性技术要求,并提出了我国政府采购技术标准应对策略.%As the development of government procurement practices, Government Procurement Working Group of UNICITRAL held several meetings and gradually completed the draft revised work of"Model Law" in order to make it play better in recent years. This paper points out the key technical requirements of "Model Law"under the context of international competition, then gives some suggestions about technical standards for government procurement.
