市场体制下居住区公共服务设施的供应策略*

         

摘要

In the market-oriented estate development, the quantity and quality of the residential public service facilities relies on the cooperation of the government, market and the public. The generalized"supply" of residential public service facilities can be divided into three parts:"investment", "construction" and "operation". The government should be the main investor to ensure the social equity, the developer could take the role of "constructor", and the "operation" part should make full use of market competition and public supervision to improve the efficiency. The government ought to take the responsibility of the investor, organizer and supervisor, expanding and promoting the market-oriented operation of residential public service facilities at the same time. This is a suitable mode that consistent with the laws of market economy.%在市场主导的房地产开发中,居住区公共服务设施足量优质的供应依赖政府、市场和社会公众的合理分工与协作。广义上的“供应”包括“投资”、“建设”和“运营”三个环节。政府理应成为最大的“投资”主体以确保社会公平,“建设”可由开发商与住宅同步实施,“运营”则应充分发挥市场机制的竞争作用和社会公众的监督作用,以提升效率和质量。政府履行好投资者、组织者和监管者的职责,同时大力推广完善居住区公共服务设施的市场化运营,才是符合市场经济规律的供应方式。
