The ideological exploration in the West into power restriction began in the period of ancient Greece and Rome, and reached its peak in modem times by Rock and Montesquieu after tortuous development of the medieval period. Jefferson, Hamilton and others in the United States made further development about it.%西方对权力制约思想的探索，始于古希腊罗马时期。经过中世纪时期的曲折发展，至近代洛克、孟德斯鸠等人达到巅峰。美国的杰斐逊、汉密尔顿等人对这一思想又作了进一步发展。
