复杂艰险山区铁路建设环保选线研究与探讨

             

摘要

The feasibility and rationality of railway line selection in complex and dangerous mountainous areas not only directly determine the choice of route scheme, but also have great influence on regional ecological security. Therefore, it is of great engineering significance to study the principle of railway environmental protection in complex and dangerous mountainous areas.Based on the eastern edge of the Tibet Plateau, which is the key area of ecological environment protection in China, the eco-sensitive and fragile environment-sensitive areas are interconnected, and the innovative concept of regional ecological strategy evaluation is put forward, the linear EIA is extended to regional EIA, and the regional environmental protection route is selected from the ecological Combined with the practice of Chengdu-Lzhou railway line selection, this paper puts forward the principle of environmental selection of complex and dangerous mountainous areas, such as " prevention first, priority protection, development and protection, " " early intervention, extensive investigation, ecological space control and wide participation".%复杂艰险山区铁路选线的环境可行性、合理性,不仅直接决定线路方案的取舍,而且对区域生态安全将产生巨大的影响.因此,研究复杂艰险山区铁路环保选线原则具有重要的工程意义.基于成兰铁路通过青藏高原东部边缘是我国生态环境保护的关键地区,生态环境敏感而脆弱,环境敏感区交错相连,提出了采用区域生态战略评价的创新理念,将线性环评扩展至区域环评,从生态战略角度出发进行区域环保选线.结合成兰铁路环保选线实践,总结提出提出复杂艰险山区,遵循"预防为主、保护优先、开发与保护并重" "早期介入、大范围调研、生态空间管控、广泛参与"的环保选线原则.
