舰船动力系统方案评估指标体系研究

         

摘要

Program evaluation of warship propulsion system argumentation is actually a kind of multiple attribute decision-making problem with the establishment of a reasonable and feasible index system as precondition. Based on the theory of system project, the principle and method of construction of index system for evaluation are analyzed firstly in this paper, then according to the targets of manufacture of warship power system, the structure of index system which makes the effectiveness, cost and risk as the criterion layer indexes is provided, and the three indexes are disassembled layer by layer based on the definition of system effectiveness and principles of warship engineering, and the index system for program evaluation of warship power system, which is characterized by the requirements of modern war and the phase of program demonstration, is constructed finally in this paper. The establishment of index system makes a foundation for the quantitative evaluation of program evaluation of warship power system.%舰船动力系统方案评估的实质是多准则决策,多准则决策的前提是确定科学合理的评估指标体系。以系统工程的相关理论为依据,首先分析构建评估指标体系的原则和方法,然后根据舰船动力系统的研制目标,提出以“效能―费用―风险”为准则层的指标体系结构,并依据系统效能的定义和运用舰船工程原理对“效能―费用―风险”作进一步的分解,最终建立起舰船动力系统方案评估指标体系,为动力系统方案的定量评估奠定基础。
