At present, the use of non professional marine pipeline detection results in consuming much detect time with low efficiency , poor accuracy , and limited capacity of finding the potential risks .A professional submarine pipeline inspection vessel is needed to improve the ability and efficiency of the investigation of the hidden dangers of the sea , to implement the normalization of monitoring and rectification , to control effectively the occurrence of damage and leakage of the sea and to ensure the safe opera -tion of the submarine pipeline .The design and function configuration of the submarine pipeline inspection vessel were introduced .%针对利用非专业船舶进行海底管道检测，不仅检测时间耗费大，效率低，准确度差，而且对潜在隐患的发现能力有限的问题。设计专业的海底管道巡检船，以提高海管安全隐患排查能力和效率，实现隐患的常态化监控和整改，控制海管损坏和泄漏事件的发生，保障海底管道安全运营。介绍拟建的海底管道巡检船的设计和功能配置。
