结合政府投资项目的特点，就项目决策阶段、招投标阶段的造价控制要点作了简要归纳，并对项目合同条款的审核、项目签证和变更进行了论述，同时列举工程实例加以说明，为结算审核工作创造了良好条件，实现了政府投资项目的全过程造价控制。%Integrating with characteristics of government investment project, the paper briefly summarizes the cost control points at decision-mak- ing phase and bidding phase, and discusses project contract items auditing, project visa and change, and simultaneously makes an illustration with engineering examples, which creates great conditions for settlement and realizes the whole process cost control of government investment projeet.
