中国服务外包示范城市接包效率研究——基于SBM模型的分析

摘要

Using method of a slacks-based measure of efficiency in data envelopment analysis, the essay empirically research on the undertaking efficiency of the twenty service outsourcing model cities in China. The results of the study show that the performance of undertaking efficiency of service outsourcing model cities is not only decided by the regional finance, but also serious influenced by the input and effective usage of human resources and related infrastructure. In order to optimize the undertaking efficiency of the service outsourcing, the service outsourcing model cities need policy support and attention to the matching balance of each input element.%文章运用基于松弛变量的数据包络分析模型对北京、上海等20个服务外包示范城市的接包效率进行实证研究.研究结果表明:我国各服务外包示范城市总体而言接包效率相对低下,且不同城市接包的相对效率存在着显著差异；其次,服务外包示范城市的接包效率与我国经济上的强弱状况并不完全一致,即示范城市的服务外包接包效率并非单纯受区域经济的影响,而是与服务外包的人才、相关基础设施投入及其利用效率等因素密切相关.为优化服务外包的接包效率,示范城市需要在政策支持的同时注意各项输入要素的匹配均衡.
