土地利用年度计划指标分配实证研究--以内蒙古为例

摘要

在对内蒙古区情现状，土地利用年度计划研究现状等进行研判的基础上，提出土地利用年度计划指标分配的设计理念和研究方法，对影响土地利用年度计划指标分配的因子进行分析和权重确定，选用因素法测算2013年内蒙古下达各地级市土地利用年度计划指标分配比例，实现了土地利用年度计划指标的合理分配。研究发现：人口、GDP、固定资产投资总额、重点建设项目、开发区个数、计划使用情况、闲置土地面积、供地率、规划年均新增建设用地量、增减挂钩等用地政策组合是土地利用年度计划指标分配的最主要影响因子。在此基础上提出了土地利用年度计划指标分配的合理化建议。%Based on the analysis of the present situation and the annual land use plan of Inner Mongolia ,this paper advances the design philosophy and research method of the allocation of annual land use plan indexes ,and analyzes the factors influencing the allocation .Adopting the factor method ,the paper measures the allocation proportion of annual land use plan index in 2013 , issued to all the prefecture-level cities by the autonomous region government .The research found that total population ,GDP , fixed assets investment ,number of key construction projects and of development zones ,implementation condition of the plan , idle land area ,land supply ratio ,annual increase of planned new construction land ,and linkage between urban construction land increase with rural land decrease the main influence factors .The paper also puts forward proposals for improving the index distribution of annual land use plan in Inner Mongolia .
