政府在发展社会养老服务中的职能定位与实务取向探析

摘要

立足发展社会养老服务领域，以政府职能定位为剖析视角，阐述了社会养老服务发展的必然性，以及当前政府在其中的职能表现，分析了政府职能表现中的缺位、错位、越位问题以及应该如何正确定位。从10个方面论述了当前政府履行职能的实务取向。%Based on the development of socialized elderly care service, this paper discusses the necessity for the development of community elderly care service as well as current function and performance of the government. It also analyzes the absence, dislocation and offside of governmental management and how to correctly position. Finally, f rom ten aspects the current practical orientation of the government is discussed.
