科技保险的社会福利效应及其成本控制

摘要

科技保险是我国保险领域的一项重要创新.从社会成本节约视角揭示科技保险制度的社会福利效应 ,分析科技保险制度运行成本对其福利效应的制约.在对影响科技保险运行成本主要因素进行分析的基础上 ,从强化科技风险规律研究、搭建科技保险信息服务和技术支持平台、培养科技保险专业技术人才、优化科技保险补贴标准与完善政策支持体系、培育保险意识并强化相关机构间的协作机制等层面 ,提出合理控制我国科技保险制度成本 ,进而提升其社会福利效应的意见和建议.%Science & technology insurance is an important innovation in Chinese insurance industry .From the perspective of social cost savings resulted from the effective running of science & technology insurance ,the social welfare effects of sci-ence & technology insurance is revealed ,and the running cost of science & technology insurance itself w hich can w eaken its w elfare effects is also analyzed in this paper ,and then ,based on the analysis on the major factors behind the running cost of science & technology insurance ,we put forward some ideas and suggestions to keep a reasonable control on the running cost of the business ,thus enhancing its social w elfare effect ,such as intensifying researches on science & tech-nology risks ,building platforms actively of information service and technical assistance for science & technology insur-ance ,cultivating professional and technical talents ,optimizing the standard of subsidy ,perfecting the supporting policy system ,fostering insurance awareness ,and strengthening cooperative mechanism between related bodies ,etc .
