PPP模式下建筑垃圾资源化处理项目风险分担模型研究

摘要

建立合理有效的风险分担机制是PPP模式下建筑垃圾资源化处理项目顺利进行的保障.从风险控制角度出发,通过对项目利益相关方的分析,针对PPP模式下建筑垃圾资源化处理项目风险,运用熵权法和模糊综合评价法构建PPP模式下建筑垃圾资源化处理项目风险分担模型.采用专家打分法,将模型进行实际运用,得到有效合理的风险分担方案.该方案可为PPP模式下建筑垃圾资源化处理项目风险控制提供理论参考.%The establishment of a reasonable and effective risk sharing mechanism is the guarantee of the construction waste disposal project in PPP mode.From the perspective of risk control, through the analysis of stakeholders of the project, aiming at the risk of construction waste resource in PPP mode processing project implementation process may occur, using entropy weight method and fuzzy comprehensive evaluation method to establish the risk of construction waste resource under the PPP mode of processing project sharing model.Using expert scoring method, the model is used in practice, and an effective and reasonable risk sharing scheme is obtained.It provides a theoretical reference for the risk control of construction waste disposal project in PPP mode.
