东西部经济合作的政府协商模式分析

摘要

This paper firstly analyzes the performance of market failure during the process of east - west economic cooperation , and then establishes the government consultation mode on east - west regional economic cooperation. In the end it in detail discusses the level settings and responsibilities. It draws the conclusion that the eastern region should actively guide the capital, technology, talent and industry to the western regions and increase the communication and cooperation to a-chieve the east - west cooperation joint and coordinate development ultimately.%分析东西部经济合作过程中的市场失灵的表现,建立东西部经济合作政府协商模式；探讨政府协商模式的层级设置和职责界定,尝试性设计东西部行政首长联席委员会的构成及运行机制.认为,东部地区应当积极引导资金、技术、人才和产业向西部地区转移,并加大沟通与合作,才能最终实现东西部经济的合作、联动和协调发展.
