提升上海人才国际竞争力的对策研究

         

摘要

科学诠释人才国际竞争力的内涵,建立城市人才国际竞争力的评价指标体系,通过指标数据的国际比较揭示上海人才国际竞争力提升所面临的挑战,在充分借鉴发达国家和地区人力资源开发的成功经验的基础上,以制度创新为抓手,研究提出提升上海人才国际竞争力的实施路径和对策举措.%The essay gives the scientific interpretation of the international competitiveness of the urban talents and establishes the talent' s evaluation index system accordingly. It reveals the challenges Shanghai talents meet with through the comparison of the index data. Based on the successful experiences in the human resources development in the developed countries and regions, the essay puts forward the paths and measures of enhancing the international competitiveness of Shanghai talents by using the system innovation, and also provides a theoretical reference to promote the talent' s international competitiveness of the city.
