基于SoS理论的城市群体性事件预警体系及其对策

摘要

基于系统之系统(SoS)理论,从社会系统角度对影响城市群体性事件的各种危机因素进行了系统分析,构建了一个新的城市群体性事件预警指标体系框架.结合模糊层次综合评价法,对城市群体性事件预警等级判别方法进行了设计.由此构建了一套城市群体性事件预警体系,并进一步研究提出了一套应用策略.%With System of Systems (SoS) theory, various factors of urban group events are studied systematically from the view of society system. A framework of index system of early warning of urban group event9 is set up. The early warn-ing method is designed based on Fuzzy AHP synthetic evaluation. A new kind of early warning system of urban group e-vents is structured by them. Finally, countermeasures of establishing this mechanism are pointed out.
