企业初始创新决策视角下的政府激励政策

摘要

结合企业的初始创新决策情境,对我国政府推动企业创新的政策努力进行了诠释,并以大中型工业企业的创新实践为例,揭示了企业对创新激励政策反应冷淡的现实,进而围绕政策本身、政策执行中的官僚机构和集团利益问题、以及企业内部的创新精神等,对企业创新实践偏离政府政策激励目标的问题进行了探析.%The policy effort of Chinese government to encourage the innovation activities is clarified in combination with the initial decision circumstance of enterprise innovation. Then the innovation practice of big and medium - sized enterprises is applied to show that enterprises are slow to respond to the innovation - incentive policy. Such problems in the process of policy' s implementation as the policy itself, the bureaucratic politics and group interest, as well as the lack of entrepre-neurship spirit, are discussed to explore the deviation of the innovation practice from public policy goal.
