辽宁省科技资源配置效率比较分析——基于Malmquist指数

摘要

Using DEA model, the study measures the Malmquist index and its discomposition of the technology resources allocation efficiency in different subjects of Liaoning, such as industrial enterprises, R&D institutions and higher educations. The results show that; (1) There is a wide gap in allocation efficiency among three subjects. Industrial enterprises impove their efficiency during these 5 years, R&D institutions decrease the efficiency consistently, and the technology resources allocation efficiency of higher educations have been increasing slightly and still are going up. (2) The overall level of Liaoning is lower than Chinese average level, although the technology resources allocation efficiency in different subjects of Liaoning tends to be optimized, and the gap between Liaoning and advanced areas, such as Jiangsu, Beijing, is still wide.%运用DEA模型测算辽宁省工业企业、研究机构及高校等主体科技资源配置的Malmquist指数及其分解情况,并进行比较分析.研究结果显示,(1)辽宁省各主体科技资源配置效率差距较大.工业企业科技资源配置总体呈上升趋势,研究机构科技资源配置效率逐年递减,辽宁高校科技资源配置弱有效,资源配置效率增幅逐年减弱,(2)虽然辽宁省各主体科技资源配置效率趋于优化,但总体低于全国平均水平,与江苏、北京等地区相比有较大差距.
