流域跨界水污染生态补偿多主体协商模型

摘要

针对流域跨界水污染生态补偿问题，在对跨界水污染生态补偿相关主体行为分析的基础上，基于多主体多议题的协商管理模型，构建上下游之间关于水污染补偿方案的协商模型。该模型模拟上下游信息不完全的条件下，通过对行为主体的历史提议序列的分析，充分考虑参与主体在协商中的类型，从而提高协商质量，节约相应的协商时间，提高协商效率。通过江浙边界水污染生态补偿的数值算例，验证模型的有效性与可操作性。%In view of the problem of inter -regional ecological compensation,based on the analysis of behavior of multi -agent,the negotiation model between the upstream and downstream governments was established.The condition of incom-plete information was simulated,based on the analysis of the history of behavior subject proposed sequence.Giving full consideration to the type of the agents,the model can improve the quality of consultation,save the corresponding negotia-tion time,and improve the efficiency of the negotiation.The numerical example of Jiangsu and Zhejiang provinces inter -regional water pollution ecological compensation demonstrates the effectiveness and practicability of the model.
